I think the only thing you as a player should know about Bulat is that he's voiced by the same guy as Kamina but then again Konishi's in pretty much everything so it'd be weirder if he wasn't.

YEAH it's kind of hilarious since Bulat's in the same jovial big bro mentor archetype and a lot of his personality traits are similar but then the other half of them are the exact opposite

Fair warning Kamina is hot and doesn't wear a shirt so Bulat is probably going to like meeting him way more than he'll like meeting Bulat
