Although technically scheduled for next month, we're going to swap this month's HMD with May's CR Meme so we can double it as a plotting post for the Festival. For the details, refer to this post.

I have not played Fire Emblem, BUT I REMEMBER THE APPLICATION /chinhands. I also haven't fully thought out what would need spying that isn't a big plot or covered by the enforcers, but eventually...

Something will surely come up. In the meantime, they should meet because Astor needs to spy on Alvin before he'll feel comfortable spying with him.

Yes definitely. There are a couple of ways to do it! Festival is an easy way, but there's also the restaurant and occasional trips to the tavern as well.
