I don't think that Bols consciously regards Kurome as a second daughter, but that's still basically how he treats her. He respects her as a teammate and fighter (she is easily more skilled than he is, he is well aware), but he still worries about her on more, like, a mental and social level. He does not actually know the full extent to which she is fucked up, not by a long shot, but he is aware that she is not exactly as well-adjusted as she acts like. So he wants to do what he can to protect her from further damage and encourage her on the path to becoming actually well-adjusted. So he's glad to hear she's been going out and socializing with people who are not corpses or coworkers! She's even making friends her own age!!!

...What do you mean Saber is dead and not actually a teenager. Goddammit Kurome.
