It's always on, basically, and definitely on a spiritual level as well. The Genoms in the game are very close to spirits/essentially they have higher lvl souls than humans and Ion can make connections with them super easy.

As a comparison, Ion's Oversight is like Star Wars' Force Sensitive...except more stupidly overpowered.
