They are basically leadership positions that serve as ambassadors for the Otherworlders. If there are issues between the PCs (characters) and NPCs (locals), it's assumed that the reps are the ones who talk with the council to try and deal with it diplomatically.

In addition, they help give us mods an outlet to disperse IC information regarding local conflicts (as opposed to always reverting to mod posts or having to NPC announcements ourselves).
