It's pretty much as you said, with the caveat that it's not a real ghost. It's really a manifestation of the negative emotions surrounding that individual. In addition, the ghostly apparition can either be those that the character feels negative feelings toward, or it can perceived hatred. So for example, either an actual hated person or a person they believe hates them. Just so long as it stirs up negative feelings.
