Because damaging cables and pipes interferes with water and power and other infrastructure needs. And Miners and Archaeologists also have different land rights than a typical businessman. Miners have mineral rights, and once the minerals have been removed their claim is forfeit, while archaeologists lose their claim once any archaeologically significant findings have been removed and cataloged.

And they also have rights that override business rights due to cultural preservation. Really land rights are tiered things. Cultural and Environmental rights trump commercial and infrastructural, and infrastructural needs are weighted more heavily than commercial rights.
