Success or Fail? Success!
Backup? While she has her heart set on securing the position, I am completely fine with her being a backup. Though I shudder to think of what sort of terrible chain of events would have to happen to make her the only feasible replacement.
Has your character interacted with the Arehtei before? They've probably interacted more than Peromei would like that's for sure.

Why is your character running?
Yes.

To explain further, she's Junko. Of course she has underhanded motives here. She wants the whole world to be one giant perpetual despair party, so getting an official position with the Arehtei for hope and despair? The one she's sort of made it her mission to mess with here? Yeah, there's definitely some underhandedness here.

But at the same time? She's also completely serious about trying to get the position. She's of the opinion that the representatives should represent both sides of the coin and really, who better to represent the negative side than her? She's pretty sure she knows despair better than anyone else, and would like to think, what with making it her life goal to basically pummel hope into the ground, that she has a pretty good understanding of that one too.

Why should your character be chosen:
Honestly, she probably shouldn't be picked. She's a horrible person, her and Peromei aren't on good terms, and she's the type to throw anyone under the bus without a second thought if it'll create despair.

No don't stop reading, there's a but here. But while being picked would be rewarding absolutely terrible behavior and she probably wouldn't stop being herself anytime soon, it might actually be the lesser of two evils. Sure, it might cause more than a few headaches, but it'd put her in a high profile position where she'd actually have responsibilities, so it might reduce her chances of wallowing in despair for a couple months straight or doing whatever terrible idea might pop into her head next. Plus, what better way for Peromei to spread hope and try and move out of this weird balancing act, than by picking her and making people hope that she doesn't Junko everything and suddenly the entire island is on fire?

So you see, there's a possibility that things might turn out okay, even if, on paper, selecting her sounds like the biggest most awful most tragic decision in Arehtei history.

Challenge preferences:
I don't really know what you guys are going for with these, so here's just a few things worth mentioning. I'll try to keep it short since this is running a bit long as it is already.

Junko isn't really suited to any sort of physical/combat challenges, so unless Peromei is secretly horrible and wants her to despair over being stuck with a task she can't accomplish, that's probably not a good idea.

Challenging her to spread hope is an idea, but it'd probably also end in disaster and be setting herself up to fail and then provide some sort of emotional backlash. Since all she can really do is spread false hope, and who would honestly buy her trying to make people hopeful at this point?

She did fairly well in Peromei's maze, even while apathetic, so some sort of puzzle or logic challenge could work, but I'm not entirely sure how much that would show her qualifications to serve as rep. But if it's some sort of emotional puzzle or something, then that could work pretty well. Or at least I think so!

And lastly while a quiz or interview type thing could work, I'm not sure how wise it'd be. Normally, I'd say it's just words, but the last time her and Peromei had a face to face chat, it didn't end very well, so maybe let's not put her in a situation where she can talk her patron Arehtei into a puddle of despair again.
